Required to complete OLAT by the Traffic Commissioner?
Operator Licence Awareness Training is one of the most commonly required undertakings. It's frequently attached to a new operator's licence on grant, and it's also required of operators, transport managers and drivers following a Public Inquiry or other regulatory action. Whichever route brought you here, if OLAT is what you've been asked to complete, this course is it.
You'll sit one full day live online, and you'll receive a named certificate of completion afterwards — the document you send to the Office of the Traffic Commissioner or keep in your compliance file as evidence the undertaking has been met.
- The right course Operator Licence Awareness Training, DVSA-approved under course reference ICRS30223/591.
- Evidence you can send A named certificate of completion issued after the course, showing the course, the date and the reference.
- Dates you can actually get Scheduled dates running now, booked online in minutes. No waiting list, no callback.
What is Operator Licence Awareness Training?
Operator Licence Awareness Training (OLAT) gives you a working understanding of the legislation and regulations that govern operator licensing — what the licence commits you to, where operators most often fall short, and what the consequences of non-compliance are for the operator, the transport manager and the driver.
It's the course Traffic Commissioners have in mind when they require operator licence awareness training as an undertaking — whether that's a condition attached to a newly granted operator's licence, or a requirement following a Public Inquiry. Most people arrive here because they've been asked to complete it rather than having gone looking for it.
CPC Express delivers OLAT as a one-day live online course (DVSA course reference ICRS30223/591) under NLTC consortium AC00591. Everyone who completes it receives a named certificate. Because the course is DVSA-approved, it also carries 7 hours of Driver CPC — we'll upload those to your record if you hold a Driver CPC and want them, and it makes no difference to your certificate if you don't.

Why Take OLAT With CPC Express
Practical, regulator-aware training led by someone who's actually run a fleet.
Graham Dolman
Lead CPC Instructor · RADAT Approval RN24100001Graham started as a Class 2 driver and went on to manage a fleet of 25 vehicles before becoming a full-time CPC instructor.
That fleet-management background is particularly relevant to OLAT. He's been on both sides of the operator licence equation, and he teaches the regulations from a practical, real-world perspective rather than purely from the page.
CPC Express is a DVSA-approved training provider under NLTC consortium approval AC00591. Read more about our Driver CPC training →
Want to take it further? This CPC course also pairs with the NLTC Level 2 Award in Transport Operator Licence Awareness qualification.
The Level 2 Award gives drivers a formal stepping stone toward Transport Manager CPC or operator licence-holder responsibilities. The Driver CPC course itself stands fully on its own — the Level 2 pairing is optional.
Operator Licence Awareness Training: Common Questions
Everything you need to know before booking your 7-hour OLAT course.
The Traffic Commissioner has required me to complete OLAT — is this the right course?
Yes. This is Operator Licence Awareness Training, DVSA-approved under course reference ICRS30223/591 and delivered under NLTC consortium approval AC00591. It's the course meant when OLAT is required as an undertaking, whether that's on the grant of a new operator's licence or following a Public Inquiry. If the wording you've been given asks for anything more specific than operator licence awareness training, call us on 01283 895777 before booking and we'll tell you straight whether this is what you need.
What evidence do I get to show the Traffic Commissioner?
Everyone who completes the course receives a named certificate of completion showing the course, the date and the course reference. That's the document to send to the Office of the Traffic Commissioner, or to keep in your compliance file as evidence the undertaking has been met.
I'm an operator or transport manager, not a driver. Can I still attend?
Yes. You don't need a Driver CPC, a vocational licence or any prior qualification to attend — the course is regularly taken by operators and transport managers who don't drive. You'll receive the same certificate of completion. The 7 hours of Driver CPC are only relevant if you hold a Driver CPC and want them added; if you don't, nothing about the course or your certificate changes.
Does OLAT count towards my 35 hours of Driver CPC?
Yes, if you want it to. Because the course is DVSA-approved, completion can add 7 hours to your Driver CPC record, uploaded the same day. Tell us on the day and we'll do it — it's included, not an extra. If you don't hold a Driver CPC, the course and your certificate are unaffected.
How do I check this course is genuinely DVSA-approved?
Driver CPC courses are approved by JAUPT, the Joint Approvals Unit for Periodic Training, on behalf of DVSA. Our approval is held through the National Logistics Training Consortium — you can look up centre AC00591 on the JAUPT register and see its approved courses. Delivering under a consortium approval is standard practice for independent training providers. Our course reference is ICRS30223/591. Any provider claiming approval should be traceable to a JAUPT-approved centre — if they aren't, your hours won't count.
Is OLAT National or International Driver CPC?
OLAT is a 7-hour course, which means it counts towards both National and International Driver CPC. Whether you drive UK-only or across Europe, this course contributes to your 35-hour periodic training requirement.
What's the difference between OLAT and a Transport Manager CPC qualification?
Transport Manager CPC is a formal, regulated qualification required to hold an operator licence in a managerial capacity. OLAT is a Driver CPC course that gives drivers awareness of operator licence responsibilities and compliance regulations. OLAT is not a replacement for TM CPC, but it's a useful step for drivers who want to understand the operator side or eventually progress to TM qualification.
How is the course delivered?
OLAT is delivered live online via Zoom across 7 hours. You'll join from any device with a camera and microphone — laptop, tablet or smartphone. You'll receive joining details and a tech-check link 24 hours before your course.
When will my hours appear on my DVSA record?
CPC Express uploads completed hours to DVSA the same day you complete the course. They typically appear on your Driver CPC record at GOV.UK within 5 working days, though often much sooner.
Can I reschedule or cancel my booking?
Yes. You can reschedule to any available course date at no extra cost, provided you contact us at least 72 hours before your original start time. Cancellations 72+ hours in advance are eligible for a 75% refund. Full details on our refund and cancellation policy page.
What if no OLAT dates are currently listed?
We concentrate OLAT bookings on specific dates to ensure each course runs with strong learner numbers and lively discussion. If no upcoming date is listed, new dates are added regularly — contact us to register your interest and we'll notify you when the next date opens.
